What you’re seeing fits cloud iridescence / a circumhorizon-type color band: sunlight gets diffracted by tiny, evenly-sized droplets or ice crystals in a thin cloud layer, separating colors like a prism. It’s most likely when the Sun is low-ish but still bright, and the cloud sheet is thin and uniform—so the colors don’t get washed out.
