This happens when sunlight hits a dense wall of rain or mist straight ahead. The droplets act like tiny prisms, splitting the light into stacked colors. Because the rain is thick and close to the ground, the rainbow can look like vertical bands instead of one clean arc..and the wet road reflects it, doubling the “rainbow tunnel” effect.
You can catch scenes like this in high-mist, stormy mountain areas..like the Pacific Northwest (USA/Canada)...when a quick sun break hits falling rain right after a shower.
