For those still wondering why Billie was added to Charmed's eighth season, showrunner Brad Kern has been very clear:

""We created Billie to take some of the screen time burden off of Alyssa, Holly and Rose. After seven years of continuous dedication, our stars were tired. We needed someone who could share the workload.""

The introduction of Billie was not a replacement, but rather, like the introduction of Paige after Prue's death, she was expected to bring fresh energy to a tired series. And while there were rumors that Billie was created to prepare for a spin-off, Kern confirmed:

""Was there discussion? Yes. But that's not why she was brought in.""

However, the point that made Billie unpopular with many viewers was the timing. Introducing a new character – and pushing her to the center of the story – in the final season of the series was a risky decision. There was not enough time to build psychological depth, for the audience to understand and love her as they loved the Halliwell sisters.

If Billie had been introduced in the middle of season seven, the story might have been different. She would have had time to integrate into the world of Charmed, develop relationships with each character, and especially build trust with the audience. The way the audience easily accepted Coop and Henry – even though they also appeared late – was because they were not placed in the center, but only played a supporting role and fulfilled the emotional role for Phoebe and Paige.

Billie, in theory, is a character with potential – young, strong, and individualistic. But unfortunately, the wrong timing made her become a ""strange wind"" that blew in too quickly and did not have time to leave a deep impression on the audience."
